Added five year's worth of files on French Graduate Collouqiua to the French Department site. Entailed adding the header of many files to include references to the css, js etc. files in the new french web site. Because the grad colloquium pages are embedded in subfolders, also entailed modifying the header code in those files and in the menu.php file. Added snippet of code to handle $level = "L3" and to process paths correctly based on that value of that variable.

I updated the navigation and presentation for 2008 and 2007 colloquia. For earlier years, I removed problematic code and left the pages as plain html with no navigation to rest of site.

The image in the banner and the reference to the last updated code still needs to be modified to handle files calling it from other than the root of the web_pages folder (i.e. the index.php in the grad_colloquim folder at level L2 and the yearly subfolders of that folder at level L3).
