Spent time with Melanie to clean up the data: deleted a handful of paths that had no id's - that solved the problem of the postgres errors, so I now get annotation reports etc.

When I click on a street, I have to click on exactly the right little area to get that street's record to show up in the info box. If I allow for the offset, it appears that I can click anywhere along the street to get the street's old record to appear in the info box.

The street labels layer appears in the legend, but none of the actual street label instances appear on the map. However, if I select a rectangle to get info, then the street-label records in the db are matched as well as the street records, so I get two hits in the information window (plus a third if the old record for that street also matches, which it typically does.
