Adding new numeric codes for FN data

PD provided a set of spreadsheets with additional codes for e.g. race, location, religion, etc. which are used in the incoming FN data. I’ve integrated these into new versions of the PGXML files which will be used for the FN import process. There were some duplicate codes and issues which we clarified and fixed. I now have five out of (I think) 31 datasets which are coming in, and as PD supplies them, he is also providing location data which will need to be added into the locations file that is derived from the original PGSQL data.
