Birthplaces and housing information

Added encoding for housing (building construction, rooms, floors etc.) and
also for birthplaces of parents, which are handled as events. Also discussed the
mysterious BC 1901
census with PD, and it seems that it may be a sample dataset
originating with the Canadian Families Project. It certainly seems incomplete -- only
8092 records -- and since it’s not searchable on the original site, we could probably
exclude it and save some processing and space.
