Over the weekend, debugged the problem with LaTeX warnings and narrowed it down to a problem with figure layout, for which I raised a ticket, then added a suppression to the Jenkins log parser to clean up the build for now.
On Monday, addressed the issue and tested the output; constraining the rendering of graphics seems to have fixed the missing-TOC problem, so presumably that was caused by the processor not being able to reliably determine page-numbers. Removed the warning suppression from the log-parse rules.
