Updated metadata; new diagnostics outputs; first draft of conference submission; work on IG app

Updated TEI metadata for three peridicals, and tweaked and added new diagnostic output to help track the latest round of encoding, which is less focused on decade-years and has new status values. Wrote to the encoders to explain that. Then wrote the first draft of the TEI conference submission, which is currently too long without being precise enough; lots of background reading required. Contributed to the evolving IG app that AC is working on with explanations, wording suggestions, etc. There is a lot more to do on both of these.
