new front ends to replace phpmyadmin

If you attempt to log in to a mysql db through the front end at phpmyadmin and it just spins its wheels, try mysql.uvic.ca for production instances (e.g DB_HOST = gen1r.mysql.uvic.ca) mysqlppd.uvic.ca for pre-production instances (e.g. DB_HOST = gen1p.mysql.uvic.ca)
