Checked if PDF files had been indexed by Google. They had not, though PDF files added more recently to other files had been indexed. The ELS pdf files have no a hrefs pointing to them, so that's likely why they haven't been indexed. I added a couple of pages with links to those PDFs and will look again in two weeks to see if that makes a difference.
