Broken utf-8 from MySQL

Read the posts, made the changes, still see garbage. I'll rebuild the DB and try again. Had to do it anyway. Here's a list of stuff in the locations table taht was giving me trouble. I expect other tables will be similar, and that other projects might use this list as a S&R table. On the left is the exploded UTF string you might find. On the right is what it was supposed to look like. Note that the í search string is NOT just an Ã. The à is followed by a soft hyphen (00AD/C2AD), and the à search string is an à followed by a no-break space (00A0/C2A0).
