Governor Kennedy scrupulously abstains from
                     recommending a confirmation of the leave or from saying

 anything at
                     all about it, except that he found it already granted by his
                     Predecessor. I suppose that 
M Young will call here and report
                     himself. I confess that it seems to me open to some doubt whether
                     the leave should be at once confirmed for a whole twelvemonth: I
                     should feel rather inclined to ask 
Governor Kennedy the amount of
                     inconvenience to which it may put him. 
Sir J. Douglas's conduct has
                        been equally irregular and indelicate, and borders very closely upon
                        a deliberate act of disrespect to his successor; and whatever else be
                     done, I think that no secret of this need be made to 
M Young.
