Update to TEI Oxygen plugin to handle Java changes

As in the case of other projects, deprecations and removal of features from Java 15 onwards have caused build problems with the Oxygen plugin. Raised a ticket for the inline JS issue, branched the repo, replaced the JS with pure Ant functionality, tested the branch on TEI Jenkins, merged, and cleaned up old code. Left the ticket open until I can confirm to my satisfaction that nothing is broken (probably this will take a couple of weeks or more of ordinary Oxygen usage).
