At our regular ATOP meeting, we determined that the criteria for determining whether
an ODD is base or not are much more complicated that we thought, because of the possibility
of smuggling in <moduleRef> elements via <specGrpRef>s
outside of the <schemaSpec>. Therefore issue #52 has been revived, and
I have more work to do on this function.
Following that, attended a Stylesheets meeting at which we merged a couple of PRs and addressed a couple more issues.
