NA raised a question about whether we should normalize imperial
units appearing in the texts. We discussed this and settled on an
encoding approach using the <measure> element, where
we use the @unit and @quantity attributes to
specify the metric or SI equivalent of an imperial measure; this will
then be converted at build time into an interface rendering that helps
the reader. Then did some diagnostic tidy-up work.
