Fix for site bug and new release

Noticed that the banner/logo image and heading for the site home page was not correct on the current release, so after checking with CC, started building a new release. Then we discovered that the problem appeared only when the site was not tagged as a beta release, so a fix was required for the XSLT to handle that. Then build and released version 6.9, and bumped the current version to 6.10b.
