Set up repo structure, schema and other things

Created an ODD file and schema (rooted on HTML article) to get us started, and encoded the first article on the list to test it out. Put the schema build process in place (although there’s still a build glitch with Saxon not being found for some reason I can’t figure out). I’ll move forward gradually with test-encoding of the source articles, and I’ve written to KB to see if there are any of the modern articles available yet, so I can see what sorts of things they will contain.
