EB11: Preparation for workstudy

Interviewed and initiated the hiring for a WS student on the 27th, so we need to have all the documentation as up to date as possible. I wrote detailed documentation for all the markup structures we have so far in our pilot documents, and then completed the encoding of the long Burns article, which has a lot of awkward features. In the process I added a few more keyboard shortcuts for common tags.
On the 28th I completed the remaining documentation, adding sections on svn and Oxygen, and wrote the code to import Oxygen keystroke shortcuts into a table in the documentation. Also completed the hiring process, and created a handful of EB11 article files with the original source as plain-text comments for AB to get started on next week.
