ATOP ODD processing team: weekly meeting

Meeting with DM and SB. During the meeting, we ported SB’s
initial ant build targets to generated PLODD files for testing
into the main build.xml file, and then I did some
clean-up work on these following the meeting and added another
phase to generate our PLODD RNG schema from the ODD file if it’s
not available. Also put the meeting notes into the wiki.
