In preparation for the meeting, I did some coding work the preceding evening, and then during the meeting we fixed a bunch of issues, making the now fully-expanded Schematron test PLODD valid, and devising a new strategy for building the Schematron ns declarations. I also raised an issue on the TEI repo asking for clarification on the way fragmentary Schematron assertions and reports should be expanded, which we need before we can proceed.
