On Tuesday, I started putting the Schematron processing into the transpile step
of ATOP, trying to figure out the best approaches to handling the variety of ways
that Schematron fragments can be scattered through a <schemaSpec>.
I have the basics done, and if the team OKs the approach we can move on to the
very thorny issue of namespaces and prefixes for the rule contexts.
