ATOP: More work on definining what should be in a PLODD file

We’re still addressing the edge-cases of what’s allowed in an ODD
at this stage of the processing, and how it should be handled; today
we dealt with the question of <moduleRef> pointing
to an external RELAX NG schema. Also tested the Snap version of Signal
for the group call (after uninstalling the repo version), but the same
issue exists with joining groups.
