Fixes for TOC rendering; changes published to live site
Arising out of today's project meeting:
There were some oddities and inconsistencies in the decision about whether a page should get a TOC or not, and regarding rendering of TOCs. The rules said that there must be a total of more than two headers in the document before a TOC would be generated. The first early, unpublished mayoral shows have two (DIXI2) or even only one (DECE1). These documents also lack footnotes or references, so the extra divs that would be generated, with heads, for references and notes in a published document are also absent.
I've changed the rule so that it requires only more than one header, and now DIXI2 is showing a TOC; DECE1 isn't, which makes sense because a TOC with only one entry is pointless, but when at some point it gets notes and references it will get a TOC too. This change has now beene rolled over into the live site, along with the other recent ones for footnote rendering and initials for editorial notes.
