                     I cannot understand how 
Cap Kennedy has fallen into the error of
                     supposing that his salary as 
Gov of 
V.C.I. would be paid here. We
                     have no funds here for the purpose—& on the other hand he has the
                     command of the money box (the proceeds of Crown Lands) in the Colony.
                     In consequence of a private note I 
rec from him on this subject I
                     have explained to him the state of the case. I made also the same
                     explanation orally to Mess 
Cox. But it will be necessary that we
                     
sh write an official ansr in the above sense to this Letter, unless
                     to save inconvenience to 
Gov Kennedy & Mess 
Cox you think proper
                     to advise that the 
Crown Agents advance the necessary sum, & recover
                     the same from the Governor.
