Hammond forwards a despatch that describes correspondence between Lord Lyons and William Seward concerning settlement of the ownership dispute over San Juan Island.
I am directed by Earl Russell to transmit to you, to be laid before
His Grace the Duke of Newcastle, a copy of a despatch from Lord Lyons
reporting a conversation he had held with Mr Seward on the subject
of concluding a Treaty between this country andthe the United States for
the purpose of settling the question of the Island of San Juan,
together with a copy of the instruction addressed to His Lordship by
Earl Russell, in reply.

recent meeting with Seward to push for a settlement on the San Juan
question, and asking that instructions be sent laying out his course
should treaty talks begin.

regarding composition of the arbitration committee should treaty
talks be undertaken.
