Romaine forwards the Colonial Office a letter, along with enclosures, from
Maitland, showing that the United States had reversed its decision to remove its forces from
San Juan Island.
I am commanded by my Lords Commissioners of the Admiralty to send you
herewith, for the information of Her Majesty's Secretary of State for
the Colonies, a Copy of a Letter dated the 9th July, No 184, from
Rear Admiral Sir Thos Maitland, with Copies of its enclosures
relative to the Order for the removal of United States Troops from
San Juan having been countermanded.

Orders just received.
Extract, Headquarters, District of Oregon, to [Pickett], 21 June
1861, Special Orders No. 13, revoking previous orders to withdraw
U.S. troops from San Juan, signed by J.S. Mason,
