Sir,
I have the honor to acknowledge the receipt of your Despatch No.
136 of the 17th of October, and I approve of the Proclamation which you
have issued bringing into operation the Imperial Act No. 66 of 1870 "to
make further provisions for the Government of BritishColumbia

Council of the 9th of August 1870 made in pursuance of that Act.
