Sir,
I have the honor to apply for Earl Granville's authority for paying a sum of £400 to the Bishop of Columbia on account of Female Emigration, as requested by the enclosed letter from the Colonial Secretary of that Colony.
The Crown Agents have recently received Bills from British Columbia which when discounted will realize about £5483.0.0, and propose to make use of that amount intheManuscript image the following manner, in accordance with the decision contained in Lord Granville's despatch to the Governor of British Columbia No 23 of 13th April last:
To repay Crown Agents General account amount advanced £1200
To repay outstanding interest due 1st & 15th July 250
To pay Trustees of Sinking Fund amounts due 1st January last 3,250
To pay Bishop of Columbia 400

We have no advice of this from the Govr—nor is there any such sum included in the Estimates. As this is so it appears to me doubtful whether the £400 should be advanced to the Bishop. The Sinking Fund appears to be paid up to 1 Jany only.

We have received the Estimates for 1869. They are meagre in point of detail—& instructions will have to be sent to the Governor pointing out what it is essential that we should know.
MeanwhileManuscript image as we have had no intimation from the Colony of any "Female Immigration Scheme"—and no provision is made for such a scheme in the Estimates, I sd inform the Crown Agents accordingly, and direct them to let the Bishop know that no such payments as are referred to by the Colonial Secretary can be made to him for the present.
