Sir,
I have the honor to forward an authenticated and two
plain Copies of an Ordinance of the recent Session of the
Legislature of this Colony, entitled;
No. 16. An Ordinanceto
to prohibit the sale or gift of
intoxicating liquor to Indians.

2. It is hardly necessary for me to make any observations
upon the principles of this measure. Experience has shown
that the Indians of this Colony cannot indulge with moderation
in intoxicating liquors. The large profit, however, derived
from the trade induces many persons, totally indifferent to
ulterior results to engage in it.The

This is a very proper Ordinance. I am not quite sure however
that SS 4 will effect all that it is intended to effect.
It will supply perhaps evidence for a conV.C.I.n under
SS 6. But it will not enable a Justice to convict a person of
selling, bartering, or giving intoxicating liquors under Sect
1 inasmuch as the being in an Indian tent with spirits is not
made evidence of having given but only of an intention to
give, wh is not punishable by Law.
