I have the honor to transmit herewith the Returns required
by the Book of Colonial Regulations according to the forms
prescribed in the Appendix page 159.
Documents enclosed with the main document (not transcribed)
"Return No 1, of all changes in the holders of existing Offices
arising from promotion or otherwise, during the year ended 31st
December 1861, as also of all additions to the established Salaries and
Allowances under settled regulations for length of service," signed
by Douglas.
"Return No 2, of all new offices and appointments created and of
all additions to Established Salaries and Allowances not provided
for by settled regulations for length of service, during year ended
31st December 1861," signed by Douglas.

exhibition of 1862.
Draft reply, Newcastle to Douglas, No. 96, 18 July 1862,
forwarding
the Estimate submitted to Parliament this year for British Columbia,and requesting that Douglas
report at [his] earliest convenience of the particulars and amount of the smallest grant which in your judgment will suffice for the same purpose in the next financial year.

The accompanying despatches are Submitted in consequence of a
Letter from the Treasury last October stating that henceforward
all Parliamentary Estimates ought to be sent in to them not later
than the 1st of December.
