Helps transmits an Order of Her Majesty in Council of the 2nd instant regarding acts passed on Vancouver Island and requests that the order be laid before the Secretary of State for the Colonial Department. Rogers and Holland minute their approval to alter the despatch of December 9th showing the Order in Council confirmed 9 acts, rather than 8. Jadis’s minute explains that the despatch should not be sent until the Order in Council is received.

I am directed by the Lord President of the Council to transmit to you the enclosed Order of Her Majesty in Council of the 2nd instant, leaving to their operation, Nine Acts passed in the Island of Vancouver, in the Months of February, June, July, August and September 1866, Nos 125, 127, 128, 129, 131, 132, 133, 134 and 135; and I am to request that you will be pleased to lay the same before the Secretary of State for the Colonial Department.
