Sir,
I have the honor to transmit the copy of a Resolution presented to me
by a Deputation from the Chamber of Commerce of Vancouver Island on
the subject of a Treaty for reciprocal commercial intercourse between
the United States and the several Provinces of British NorthAmerica America.
I have only to add that the execution of such a Treaty and its
extension to this and the neighbouring Colony would be calculated to
promote their best interests.

Resolution passed by the Victoria Chamber of Commerce promoting
the establishment of a Reciprocity Treaty between the United States
and Vancouver Island, and asking that such resolution be forwarded to
the home government, dated 13 October 1865, signed by Jules David,
President, and John P. Couch, Secretary.
