Kennedy acknowledges receipt of a despatch which encloses a proposal from the
Bishop of British Columbia for the division of that Diocese into two and the endowment of a new Bishoprickand gives his support. Cardwell’s minute authorizes Elliot to wait for correspondence from Seymour before contacting the Archbishop of Canterbury.

Sir,
I have the honor to acknowledge the receipt of your Despatch No 49,
28th October 1864, enclosing the copy of a proposal from the
Bishop of British Columbia for the division of that Diocese into two
and the endowment of a new Bishoprick.
Having submitted the proposal with the accompanying documents to my
Executive Council I am ofopinion
