Despatch from London.
Cardwell acknowledges receipt of Kennedy’s despatch and asks him to inform Nicholles that Cardwell has received Nicholles’s letter of complaint regarding high rents, the free port policy, disillusionment caused by misrepresentation in The Times as to the availability of land.
