Layard forwards Lord Russell’s opinion, regarding England's position during the American Civil War, that Regulations concerning neutrality should be strictly enforced at Vancouver's Island.
I am directed by Earl Russell to transmit to you for the information
of Mr Secretary Cardwell a copy of a letter which His Lordship has
caused to be addressed to the Admiralty expressing his opinion that
the Regulations concerning neutrality should be strictly enforced at
Vancouver's Island.

Though we are unacquainted with the circs which gave rise to this
enquiry, and which originated apparently with the Admiral on the N.
Pacific Station, it will not be amiss, I think, to take the
precaution of mentioning to the Govr of V.C.Id what continues to be
the view of H.M. Govt on this subject.

Write to that effect? I take for granted that the Govr of Vancouver
has received all the
general Circulars on neutrality, but this can be verified before
writing to him as now proposed.
