On behalf of Lord Russell, Layard forwards to the Under-Secretary of State a letter from the Belgian Minister at London, in which the minister enquires about the
fateof Noiset, whose last communication was from Victoria. Elliot’s minute authorises Blackwood to forward the inquiry to the Governor of Vancouver Island and to inform the Foreign Office.

I am directed by Lord Russell to transmit to you a copy of a note
from the Belgian Minister at this Court, asking for information as
to the fate of a Belgian subject named Noiset who, when last heard
of, was living at Victoria, Vancouver's Island, and I am to request
