My Lords Commissioners of the Admiralty have received a communication from the Vancouver Island Graving Dock Company containing a proposal for the construction of a Dock at Esquimalt Harbour and soliciting the concession of the Water Rights appertaining to certain Lands. I am commanded by their Lordships to transmit to you for the consideration of Mr Secretary Cardwell the copy of the reply that has been addressed to the Company on the Subject.
