Romaine acknowledges receipt of a
communicationfrom the Vancouver Island Graving Dock Company
containing a proposal for the construction of a Dock at Esquimalt Harbour and soliciting the concession of the Water Rights appertaining to certain Lands.Through the Colonial Office he sends a reply to the directors advising that such water rights as are in their power to grant would be conceded upon completion of the project, and enclosing a partial map of Esquimalt Harbour showing the proposed site of the graving docks.

My Lords Commissioners of the Admiralty have received a communication
from the Vancouver Island Graving Dock Company containing a proposal
for the construction of a Dock at Esquimalt Harbour and soliciting
the concession of the Water Rights appertaining to certain Lands. I
am commanded by their Lordships to transmit to you for the
consideration of Mr Secretary Cardwell the copy of the reply that
has been addressed to the Company on the Subject.
