Kennedy submits a series of Acts (not on microfilm) for Cardwell’s consideration. Included in this file is an extensive report from Cary on the Acts as well as a letter from Cardwell to the Lord President, forwarding twelve acts to be submitted to the Queen in Council
and recommending that they be left to their operation.

I have the honor to submit for consideration the Acts detailed in the
margin
passed during the last Session of the local Legislature, together
with the report of the Attorney General thereon.
The time occupied in the printing of these Acts has delayed their
transmission.

Perhaps it mt be as well to observe that it appeared to have been
drafted with very little care, & that it wd be generally desirable
that the proper Govt officer should procure the amendment of such a
bill. It is to be presumed that the first clause is not intended to
give any compulsory powers—and if this is the intention of the
Legre the clause is unobjectionable but the 2nd & 3rd impose
certain conditions on the company witht imposing any penalty or
inconvenience upon them in case they shd neglect these conditions.

The penalties in abuse of Telegraph imposed by No 16 are severe 1000$
say 200£ but not too severe I think.
