Kennedy reports that he has organized a
small Volunteer Forceat Vancouver Island and requests a copy of whichever
Colonial Volunteer ActCardwell considers
most applicableto the colony. The Colonial Office staff minutes their agreement that the War Office should be consulted for an act
recommended as a model.

Sir,
Having succeeded in organizing a small Volunteer Force in this
Colony, I would feel obliged for a copy of any Colonial Volunteer Act
which you may deem most applicable to this Island.

We might send the Governor the Acts of one or more of the smaller N.A. Provinces for the organization of a Volunteer Force. In the case of Prince Edward Island the War Office were applied to and
supplied certain information respecting the formation and instruction
of the Volunteer Corps formed there in 1859, and no doubt similar
information would be useful in the present instance?

I wd ask the W. Office whether among the various Acts wh they
have examined there is any wh they wd especially recommend as a
model & for any other regulations or other documents likely to be
useful to Capt Kennedy.
