With reference to your Letter of the 11th Ultimo, I am directed by Earl Russell to transmit to you, to be laid before the Duke of Newcastle, Copies of a Despatch and its Inclosures from Her Majesty's Minister at Washington, relative to the Reports that attempts were being made to fit out Privateers at Vancouver's Island for the Service of the so-styledConfederate

Confederate States.
