Hammond to Rogers (Permanent Under-Secretary)
With reference to my letter of the 26th of April 1861, and to your
letter of the following day, I am directed by Earl Russell to
transmit to you to be laid before His Grace the Duke of Newcastle,
the accompanying copy of a despatch from Her Majesty's Minister at
Washington, requesting instructions as to the course to be pursued by
him incase

on the subject of the San Juan Boundary Line, together with a copy of
a despatch which Lord Russell has addressed to him in reply.

Copies of Lord Lyons' despatches Nos. 193 and 641 of the 11th of May and 9th of November 1861, and of the instruction to His Lordship

Lyons to Earl Russell, 24 March 1863, discussing the questions
in dispute in the Pacific Northwest between Britain and the United
States, and asking for instructions should the American
government wish to open discussions on the subject.
Lyons to Russell, 11 May 1861, reporting his failure to have
W.H. Seward, U.S. Department of State, sign the Convention for
settling questions under discussion with regard to the Treaty of 1846,
Seward deciding the Convention must go before the Senate for decision.
