servants and Candidates for employment and promotion.

Sir,
I beg to call your attention to Article 71 of the Colonial Rules
and Regulations. I have not received from you the Confidential Reports
on the characters and qualifications of public servants and Candidates
for employmentand and promotion which are called for by that Article.
I have to point out that the omission to make this Report may
materially injure the interests of the deserving Civil Servants and
Candidates from employment of the Colony within your Government, whilst
at the same time it limits my means ofproviding providing for the due execution
of public dutites.
It will be desirable that the age and state of health of the
Candidates should be specified in the Report, as they are points which
it is important that the Secretary of State should be acquainted with.
