Despatch from London.
Newcastle writes Douglas to inform him that
I have received from Messrs. Duncan and Dewar a further application in behalf of Mr. Copland who does not appear to have been enabled to resume legal practice in Vancouver Islandand asks why neither of the solutions proposed in Newcastle's despatch of 7 February 1862 [Newcastle to Douglas, 7 February 1862, NAC RG7:G8C/3, 21] have been carried out.

Sir,
With reference to my despatch No. 85 of the 7th of February last I
have the honor to acquaint you that I have received from Messrs. Duncan and Dewar a further application in behalf of
