Hammond writes Rogers, on behalf of the Foreign Office, to inform Newcastle that Russell believes that the British detachment should remain on San Juan Island whether the Americans are withdrawn or not.

I am directed by Earl Russell to transmit to you a copy of a Despatch from Her Majesty's Minister at Washington respecting the intended withdrawal of the United States Troops now stationed on San Juan; and I am to request that, in laying the same before The Duke of Newcastle, youwillManuscript image will say that it appears to Lord Russell that the British detachment should be retained on the Island whether the Americans are withdrawn or not.
