Romaine writes Fortescue, on behalf of the Admiralty, to request that Newcastle arrange payment for Stamp's travel from Barkley Sound to Esquimalt and back aboard HMS Grappler in October 1860. Elliot minutes that since Stamp was most likely travelling on colonial business, the colony should pay.

The person named on the other side hereof, having been entertained on board Her Majesty's Gun Boat "Grappler" on the occasions and between the dates stated against their names;
Capt. Ed. Stamp, Government Superintendent of the settlement at Barclay Sound, Vancouver Island, from Esquimalt to Barclay Sound & back, Oct. 18th to Oct. 20th and Oct. 28th to Oct. 31st, 1860.
I am commanded by my Lords Commissioners of the Admiralty to request that you will move the Duke of Newcastle to cause me to be informed, whether the Expense of the Entertainment is to be borne by the Public.

We have no informn from the Governor on this subject. I have little doubt that the mission of Capn Stamp (who is a merchant & sea-faring man) was for a colonial purpose; (supposing him to have been sent by the Governor) in which case the expense should devolve on the Colony.

Tell the Admiralty that he was not employed under this Office, but that the Governor will be asked for any information which he can supply on the subject. Write to him accordingly.
