Douglas acknowledges Newcastle's despatch, dated 26 January 1861,
with reference to the Certificates which it is the intention of Her Majesty's Consul at Charlestown to give to Vessels clearing from that Port to British Ports, under the existing state of things in South Carolina,and advises that he has
communicated those papers to the proper officers for their information and guidance.

I have the honor to acknowledge the receipt of your Graces Circular
despatch of the 26th January and its enclosures, with reference to
the Certificates which it is the intentionof
