With reference to my Letter of the 8th Instant, I am directed by Lord John Russell to transmit to you, for the information of Her Majesty's Secretary of State for the Colonies, Copies of a Despatch and it's Inclosure from Her Majesty's Chargé d'Affaires at Washington, respecting theManuscript imagethe adoption by the United States' Government of General Scott's arrangement for the jurisdiction over the Island of San Juan.
