I am directed by the Lord President of the Council to transmit to you the enclosed Order of Her Majesty in Council of the 26th ulto, leaving to its operation an Act of the Legislature of Vancouver's Island; and I am to request that you will be pleased to lay the same before the Secretary of State for the Colonial Department.
