With reference to Your Despatch No 2 of the 5th of January 1860,
calling for the details of Expenditure which has been

Barracks and other Services arising out of the occupation of San Juan, and which has been defrayed from Imperial Funds, I have the

2. I have to offer my apologies for not sooner transmitting these
Documents, but there was a delay and difficulty
