Rear Admiral Baynes, the Naval Commander in Chief having brought to
my notice the necessity of making some
provision
provision for placing the
Detachment of Royal Marines landed at
San Juan under suitable shelter
before the inclemency of the winter season came on, a necessity I
fully concurred in, the Detachment being under Canvas, and the Tents
not of the most suitable or commodious description, I have the honor
to acquaint Your Grace that, feeling assured I should be
acting
acting in
accordance with the wishes of Her Majesty's Government, I have
approved of a requisition made upon me by the Admiral for the
construction of temporary, but sufficiently warm and comfortable,
wooden Buildings, to serve as a Barracks.

               2. The most rigid economy will be observed in the undertaking, but I
shall be obliged to draw upon
the
the Imperial Treasury for the sum of
about one thousand Pounds (£1000) to enable me to carry out the
work, and I trust Your Grace will obtain the necessary Authority from
               the
Lords of the Treasury that the Bills may be accepted, and paid
               when they become due.
