I have the honor to acknowledge the receipt of Your Graces Despatch No 23 of the 1st December, referring me to your Graces Despatch of the 20th October last, for instructions on the subject of meeting the cost of the Civil Establishment

Establishment of Vancouvers Island, and informing me that your Grace will shortly give full and definite instructions upon the important constitutional and financial questions referred to in my Despatch No 46 of the 12th September last,
