I have delayed this draft, because the Govrs Despatch containing the Land Regulations & the Commissrs Report on them were in circulation. They have not yet returned to the Depart nor have they been acted on.

I therefore now submit the Draft. The upset price is that which was
recommended by the E. Commrs, being the same as in B. Columbia?
